In section 765.102, Florida Statutes, the Florida Legislature recognizes the importance of every competant adult having the fundamental right of self-determination regarding decisions pertaining to his or her own health, including the right to choose or refuse medical treatment. To ensure that such right is not lost or diminished by virtue or later physical or mental incapacity, the Legislature created procedures to allow a person to plan for incapacity by executing a document or orally designating another person to direct the course of his or her medical treatment upon his or her incapacity. The knowledge of the procedure or documents that may be executed by a person to ensure that his or her treatment and care, or decisions relating to end-of-life, are not well known by the general public. Although the number is slowly increasing, there should be a much greater number of Florida citizen's who are executive Advance Directives. In chapter 765, Florida Statutes, the Legislature recognized that educational efforts are needed among the public as well as health care professionals. This funding request is an education initiative that is geared toward educating the public - of all ages - to improve the understanding and utilization of effective advance-care planning of individuals and health care professionals throughout the State of Florida.

Project Description:
The funding will be used by Project Grace, which is a non-profit organization that was established to provide education on advance care planning. The funding received would be used to provide comprehensive education programs and resources for effective advance care planning and Advance Directive utilization to healthcare professionals, legal professionals, estate planners, pre-need planning professionals, clergy of all denominations, social service professionals and the general public, including adults of all ages. This project is different than most other educational efforts because it would be inclusive of adults of all ages, not just the elderly, which has been the primary focus of the collaborative educational efforts of Dept. of Elder Affairs, Department of Health, and Agency for Health Care Administration. Although a concentrated effort should be made upon the elderly population, this project recognizes that this is not just an "elderly" issue.

Measurable Outcome Anticipated:
There would be a significant increase in adult residents thoughout the State of Florida with clearly documented Advance Directives based on their own ethical, cultural, and spiritual beliefs and values. There would also be an increase in the number of younger people and people who are not already in a health care setting who would execute Advance Directive documents. With an improvement in understanding and a wider educational net thrown concerning healthcare advance directives, the result would be better quality of end-of-life care, reduced healthcare costs, and the reduction or alleviation of family conflicts when confronted with making end-of-life medical treatment decisions.
