DELETE the proviso immediately following Specific Appropriation 12B:

Funds in Specific Appropriation 12B and 132 are provided as state
matching funds pursuant to section 1011.85,  Florida Statutes, for
private donations that are specifically designated to support
scholarships for first-generation-in-college students.

and insert in lieu thereof:

Funds in Specific Appropriations 12B and 132 are provided as state 
matching funds for the First Generation Matching Grant Program for 
community colleges created by HB 287.  Funds shall be allocated by the 
Office of Student Financial Assistance and are contingent upon HB 287 or

similar legislation becoming law. In the event HB 287 or similar legislation does not become law, the funds shall remain appropriated to the community colleges as state matching funds pursuant to section 1011.85, Florida Statutes, for private donations that are specifically designated to support scholarships for first-generation-in-college students. The Department of Education shall disburse the funds upon certification by each participating college that the private donation has been received. Line item amendments are accepted as part of the amendatory process. However, due to the necessity of using computerized systems this may entail a different placement within a budget entity or the renumbering of the specific appropriation items.
