Explanation:
Earmarks $5 million from the 911 funds distributed to counties from the 
cell-phone surcharge for the construction and operation of an Emergency 
Communications Center in Leon County and the City of Tallahassee.

Following Specific Appropriation 3031, INSERT:

The sum of $5,000,000 is appropriated from the Wireless Emergency 
Telephone System Trust Fund for a joint Leon County, Tallahassee and 
Leon County Sheriff Emergency Operations Center, joint dispatch center 
and public safety answering point to receive, process and dispatch all 
911 calls for law enforcement, fire and emergency medical services.  
Such funds shall be distributed only upon the county and city executing 
an interlocal agreement on the operation and construction of the 
Emergency Communications Center and Leon County and the city of 
Tallahassee each budgeting $5,000,000 for the project.
