Provides conditions for use of automated traffic law enforcement system; preempts to state regulation of use of automated traffic law enforcement systems to record vehicle speeds; provides for consideration of certain defenses to notice of or citation for violation; provides for liability when motor vehicle involved in violation is leased vehicle; requires statistical analysis to assess safety impact of such system.
