Public Safety Telecommunicators: Includes dispatching as function of E911 service; includes fees for certification & recertification collected by DOH in authorized expenditures for E911 services; revises applicability of disciplinary actions & penalties; redefines "emergency dispatcher" as "public safety telecommunicator"; provides requirements for training & certification of public safety telecommunicators, including fees; requires DOH to establish procedure for approval of public safety telecommunication training programs; provides for temporary waiver of certification requirements in area of state for which Governor has declared state of emergency; provides declaration of important state interest.
