creates Citizen's High-Speed Pursuit Review Panel; requires review panel to make its recommendations in official report to be transmitted to Governor, President of Senate, & Speaker of House of Representatives by specified date; provides increased criminal penalties for operators of motor vehicles who flee or attempt to elude properly marked law enforcement vehicles, etc. Amends 316.1935, 943.17.
