Creates the Office of Military and State Relations; provides for powers and duties of the office; provides legislative findings with respect to the compatibility of development with military installations; provides for the exchange of information relating to proposed land use decisions between counties and local governments and military installations; provides for responsive comments by the commanding officer or his or her designee; provides for the county or affected local government to take such comments into consideration; provides for a representative of the military installation to be an ex-officio, nonvoting member of the county's or local government's land planning or zoning board; encourages the commanding officer to provide information on community planning assistance grants; provides definitions; provides for the future land use plan element of comprehensive plans to include compatibility of uses of lands adjacent to or closely proximate to military installations; requires the inclusion of criteria; requires local governments to update or amend their comprehensive plan by a certain date; provides for the coordination by the state land planning agency and the Department of Defense on compatibility issues for military installations; provides that amendments that address criteria or compatibility of land uses do not count toward the limitation on frequency of amending comprehensive plans; provides that evaluations of comprehensive plans include an evaluation of whether such criteria were successful in resolving land use compatibility uses for land adjacent to or in close proximity to military installations; creates the Military Base Protection Grant program; provides an appropriation to fund such program; provides the purpose and for implementation of the program.
