Provides legislative findings; requires hospitals to develop and make available two payment allowance programs for qualified self-pay patients; provides program guidelines and requirements; provides exclusions; provides a definition of patients qualified for such programs; provides exceptions; prohibits hospitals from pursuing civil remedies against such patients.
