Public Health Care: Creates an employee health and wellness program; authorizes state agencies to undertake activities for program purposes; requires each participating agency to make an annual report; provides duties of the department; expands the environmental health enforcement authority of the Department of Health; authorizes the department to issue citations or order payment of fines; provides requirements and limitations; provides a criminal penalty; provides for deposit and use of fines; provides additional criteria for release of HIV preliminary test results; modifies standards for rulemaking applicable to regulation of onsite sewage treatment and disposal systems; revises research award qualifications; provides for an extended right of entry; revises environmental health professional certification requirements; clarifies exemptions; revises reporting and testing requirements for sexually transmissible diseases; authorizes the department to adopt rules; establishes the Health Promotion and Health Education Statewide Initiative for certain purposes; authorizes the department to award funding to county health departments; provides participation requirements for county health departments; provides for reactivation of licenses of physicians for limited purposes; provides for a reactivation fee; authorizes the State of Florida Correctional Medical Authority to enter into agreements with other state agencies to provide additional medical services; provides a limitation.
