Provides for distribution of a portion of revenues from the tax on sales, use, and other transactions to eligible publicly owned football facilities; provides for certifying eligible publicly owned football facilities by the Office of Tourism, Trade, and Economic Development as a publicly owned football facility; provides requirements for certification; provides for use of distributed proceeds; provides for audits by the Department of Revenue; provides for revocation of certification.
