Credit Counseling Services: Prohibits persons from accepting specified fees or costs from debtors, with exceptions; provides disclosure and financial reporting requirements for debt management or credit counseling services; provides disbursement of funds requirements; requires maintenance of separate trust accounts; specifies certain violations as unfair or deceptive trade practices; provides for penalties and damages; provides for actions for damages; provides a criminal penalty; provides for awards of attorney's fees and costs.
