HB 1781 (2004) -  Higher Education Finance Policy

Requires community colleges and state universities to submit annual reports that examine affordability and access; requires university boards of trustees to develop policies and procedures relating to program completion; provides credit hours to be included in and omitted from enrollment calculations; authorizes state universities to establish an excess hour surcharge; requires approval of policies by the Board of Governors prior to implementation; requires a study by OPPAGA; requires community colleges and state universities to award credit for certain dual enrollment courses; requires classification as a resident or nonresident for purposes of determining eligibility to participate in selected financial assistance programs; revises provisions relating to determination of resident status; provides authorization for tuition and fees in selected baccalaureate degree programs in community colleges; revises provisions relating to the financial aid fee and the fee for capital improvements, technology enhancements, or equipping student buildings; deletes provisions relating to fines assessed by community colleges; revises provisions relating to tuition and out-of-state fees at state universities; deletes the cap on annual increases of certain fees; revises eligibility requirements for financial aid fee award recipients; increases the capital improvement and building fees and authorizes an additional discretionary amount; authorizes a technology fee not to exceed certain limits; requires a billing statement each semester; requires each university board of trustees to propose a block tuition and fee policy and a nondegree-seeking student fee policy; revises provisions relating to fee exemptions for students in apprenticeship programs; revises provisions relating to general eligibility requirements for state financial aid awards; provides incentive funding for targeted degree programs at state universities; revises provisions relating to the Trust Fund for University Major Gifts; revises provisions relating to the use of proceeds and the manner in which donations must be matched.
