HB 1795 CS (2004) -  Affordable Housing

Creates the Florida Homeownership Act of 2004; provides for a low-income housing tax credit for property used for affordable housing; requires the Office of Tourism, Trade, and Economic Development to reserve portions of annual tax credits for eligible sponsors of low-income housing projects; increases the amount of available annual community contribution tax credits; includes affordable housing under provisions governing permittable uses of certain surplus state-owned lands; provides additional criteria for the affordable housing delivery system under the state housing strategy; revises powers of the Florida Housing Finance Corporation; provides additional powers to promote single family homeownership, implement a program to provide financial assistance toward purchasing a home, establish a program of incentives to defer, reduce, or waive impact fees, and establish requirements for reporting information relating to programs of the corporation; provides the corporation with special powers to provide for master lease agreements for farmworker housing developments; increases a cap for loans per housing community for the elderly; revises a criterion for state apartment incentive loans; requires the corporation to provide an annual assessment report of the Florida Affordable Housing Guarantee Program; requires the corporation to coordinate the provision of affordable housing and support services for low-income residents; provides for state and regional partnerships for such purposes; prohibits local governments from setting maximum sales prices below certain amounts; requires counties and municipalities participating in the State Housing Initiative Partnership Program to maintain operational advisory committees; authorizes housing authorities to create business entities for certain purposes; authorizes such authorities to provide for per diem, travel, and other expenses; revises a limitation on financial liabilities of such authorities; repeals a provisions relating to housing authorities in Orange County and Seminole County; provides appropriations.
