reduces annual rate of tax; authorizes executive director of DOR to adopt emergency rules; provides legislative intent that taxes imposed for specified years remain in effect & remain collectible as specified; provides for future repeal of provisions which provide for annual taxes on intangible personal property; amends specified provisions to conform to such repeal. Amends FS.
