Expands county court jurisdiction for certain disputes; provides and revises definitions; conforms cross references; authorizes alternative dispute resolution of certain disputes; conforms cross references; provides criminal penalties for certain acts by board members of homeowners' associations; authorizes the association to enforce certain deed restrictions; provides members with certain rights at all meetings; provides guidelines for notice, and delivery of notice, for certain meetings; provides criteria for petitioning the board; provides certain documents to be included in financial and accounting records; provides certain member access to copies of certain documents; authorizes member access to certain records for a fee; excludes certain records from member access; provides criteria for the preparation of annual financial reports; prohibits use of association funds to defend certain actions or proceedings; provides requirements, criteria, procedures, and limitations for recall of board directors and their removal from office; authorizes homeowners to display certain flags on certain occasions; provides legislative intent; prohibits certain lawsuits arising from parcel owners' appearances and presentations before a governmental entity; provides a definition; authorizes the construction of ramps for entrance and egress under certain conditions; authorizes owners to display signs provided by a contractor for security services under certain conditions; prohibits fines from becoming liens against parcels; provides for attorney's fees and costs in actions to recover a fine; provides requirements for association contracts for certain products and services; authorizes certain associations to opt out of such requirements under certain circumstances; provides exceptions; provides meeting notice requirements; provides members with the right to speak at meetings; requires arbitration of certain election disputes; revises certain dispute resolution provisions; provides guidelines for the filing of alternative dispute resolutions; provides for mandatory mediation or arbitration under certain circumstances; provides requirements, procedures, and limitations; provides for fees; provides for award of attorney's fees and costs; requires the Division of Florida Land Sales, Condominiums, and Mobile Homes of the Department of Business and Professional Regulation to develop a certification and training program for mediators and arbitrators; provides program requirements; requires the division to develop an education program for certain purposes; revises the disclosure summary to be presented to a prospective parcel owner; providing circumstances under which a contract may be voided specifies nonapplication of certain provisions of law; provides a cause of action for damages for reliance on certain false or misleading information; authorizes recovery of certain attorney's fees under certain circumstances; provides for certain warranties to associations from developers; providing a definition; preserves certain rights; provides requirements; conforms cross references.
