Agricultural Economic Development: Provides a cause of action for landowners aggrieved by certain changes to agricultural land use; defines the terms "agricultural enclave" and "family farm agricultural enclave" for purposes of growth policy; authorizes the owner of land defined as an enclave to apply for an amendment to the local government comprehensive plan and development of regional impact approval, if applicable; requires land use plans to establish appropriate uses of lands in agricultural enclaves; amends acreage limits for rural land stewardship areas; requires the Department of Community Affairs to obtain written agreements from landowners designating rural land stewardship areas; provides that an agricultural enclave comprehensive plan amendment or a large-scale comprehensive plan amendment adopted as a result of informal mediation may be approved without regard to statutory frequency limits; provides requirements relating to purchase of land on which an agricultural lease exists; provides for recognition that alternative water source options for agricultural self-suppliers are limited; requires water management districts to inform landowners of the option to obtain certain consumptive use permits; provides for memoranda of agreement regarding qualification for agricultural-related exemptions.
