Specifies requirements for the Department of Children and Family Services with respect to providing psychotropic medication to a child in custody of the department; requires that the prescribing physician attempt to obtain express and informed parental consent for providing such medication; requires department to provide medical information to the physician under certain circumstances; requires that the department adopt rules to ensure that children receive appropriate psychotropic medications; requires a report.
