Authorizes direct shipment of wine for personal consumption into this state by direct shippers; requires licensure of direct shippers; provides eligibility requirements to be licensed; provides a limitation on the size of shipments; requires recipient to be 21 years of age or older; requires proof of age and signature of recipient; requires reports; requires payment of taxes by direct shippers; provides for jurisdiction; provides penalties, includes criminal penalties, for certain violations relating to the shipment of wine into this state and the receipt thereof; includes Internet sales as sales construed to be actually made at the vendor's licensed place of business; exempts common carriers from certain report filing requirements; requires common carriers to verify the age of persons receiving shipments; provides a defense to certain actions.
Effective Date: upon becoming a law.
