General Bill
Discretionary Surtax on Documents:
Authorizes counties operating under a home rule charter to levy the discretionary surtax for purposes of establishing and funding a Housing Assistance Loan Trust Fund to assist in providing housing for low-income and moderate-income families; prohibits specified counties from levying the surtax unless approved by a majority of the electors of the county voting in a referendum; provides requirements for holding a referendum; provides for the future repeal of provisions relating to the surtax on documents for purposes of funding housing assistance; repeals a provision relating to the former repeal date established for the discretionary surtax on documents.
