General Bill
Career Service System:
Revises provisions relating to layoff procedures to include applicability to correctional probation officers; provides that certain grievances may not be reviewed beyond Step Two; authorizes certain law enforcement officers to seek review of agency penalties before an administrative law judge assigned by the Division of Administrative Hearings; requires the division to develop a standard form to facilitate applications for review; requires the employing agency to provide certain employees with a copy of the appropriate application for review; provides for an extension of time in which the hearing must take place for cases in which the due process rights of any party would be adversely affected; provides what may constitute substantial need for the purposes of discovery; provides standards for awards of back pay; provides that awards of back pay must be reduced by certain mitigating interim earnings of the employee; provides that an order of the Public Employees Relations Commission or of the division shall be final agency action; revises provisions relating to judicial review of final orders; clarifies what appeals the commission shall hear.
