HB 913 CS (2006) -  Controlled Substances

Prohibits violations involving certain prescription blanks for controlled substances listed in Schedules II-IV; provides additional requirements for the dispensing of a controlled substance listed in Schedules II-IV; requires the Department of Health to establish an electronic system to monitor the prescribing and dispensing of controlled substances listed in Schedules II-IV; requires the dispensing of such substances to be reported through the system; provides exceptions; provides requirements; requires that the department and regulatory boards adopt rules; requires the department to cover all costs for the system; provides for annual appropriations, subject to availability of funds; prohibits the use of funds from a specified fund for the monitoring program; requires the department to develop and adopt the form and content for a counterfeit-resistant prescription blank for voluntary use by practitioners to prescribe a controlled substance listed in Schedules II-IV; provides contingent applicability of penalties; authorizes electronic recording of oral prescriptions for a controlled substance; requires reports of law enforcement agencies and medical examiners to include specified information if a person dies of an apparent overdose of a controlled substance listed in Schedules II-IV.
