Includes title loan lenders within a prohibition against counties and municipalities regulating entities subject to the jurisdiction of the Office of Financial Regulation of the Financial Services Commission; requires payment of a license fee prior to being issued a license; increases the amount of license renewal fees; specifies information to be printed in title loan agreements; revises maximum interest rates chargeable on title loans; revises title loan agreement extension provisions; provides requirements and limitations on extension agreements; provides alternative requirements for title loans made to specified military personnel; requires the commission to establish rules for rates; provides payment requirements for title loan borrowers; provides interest and fee calculation methodologies; provides criteria and limitations for deferring required principal payments; provides for tolling title loan payment time requirements for specified military personnel; specifies an additional prohibited activity by a title loan lender relating to specified military personnel; prohibits title loans in excess of $3,000; prohibits specified activities by a title loan lender relating to military personnel; prohibits title loan lenders from engaging in specified business activities; provides for credit counseling services; provides for a grace period extending a title loan agreement to seek such services; provides for title loan repayment plans; requires the Office of Financial Regulation to prepare a list of approved credit counseling agencies; specifies required notices; repeals provisions relating to preserving authority for more restrictive county or municipal ordinances; provides an appropriation and authorizes additional positions.
