Discretionary Sales Surtaxes: Authorizes specified charter counties to levy voter-approved surtax for community college in county; provides expense restrictions for referendum; provides maximum surtax rate; provides ordinance requirements; provides purposes for use of surtax proceeds; provides for investing proceeds; provides for automatic expiration unless reenacted; provides for deposit of proceeds into separate fund.
Effective Date: upon becoming a law.
