General Bill
Hurricane Preparedness and Residential Property Insurance:
Prohibits building code modifications for wind & water intrusion; requires that building code eliminate certain less stringent requirements; prohibits insurer from transacting business if it fails to offer line of business in state that is offered in other states; requires insurance consumer advocate to approve residential rates; requires rate increases to be "reasonable" rather than "not excessive"; exempts residential property rates from "use & file" provisions; excludes certain costs paid to affiliated companies from rates; requires full worldwide insurer profits be considered in rates; deletes provisions allowing certain rate changes; exempts residential property rates from arbitration provisions; requires property insurer to attest to filings; requires development of individual rating scale for properties; deletes requirement that windstorm risk plan be geographically limited; authorizes corporation to be competitive in voluntary market; stops requiring corporation's rates to be no lower than certain others; limits cancellation of residential policies to certain times of year & provides that certain policies cannot be canceled except for nonpayment of premium; creates specified pilot programs using sales tax revenues.
