Florida Building Commission: Revises provisions relating to commission authority & responsibiliites; revising provisions relating to swimming pool electrical systems, hurricane & storm damage mitigation techniques, building retrofitting, Florida Building Code amemdments, formal code interpretations, private provider inspections, & local government compliance enforcement; requires DCA to administer education & outreach program provided by private nonprofit corporation; deletes Building Code Education and Outreach Council provisions; revises product evaluation & approval provisions; requires commission to update evaluation of hurricane insurance issues relating to mitigation of property loss; requires commission to review Florida Energy Code & compare with other codes.
