State Retirement Programs: Revises conditions for membership in State Community College System Optional Retirement Program; revises conditions for membership in State University System Optional Retirement Program; authorizes transfer of funds for specified earned credit between Florida Retirement System & optional retirement program; authorizes transfer of membership between State University System Optional Retirement Program & Florida Retirement System; provides for transfer of retirement contributions, interest, & earnings; provides employees with service credit upon transferring into new program; provides requirements for calculation of service credit; requires employees to transfer funds upon moving into new program; redefines term "eligible employee" for purposes of Public Employee Optional Retirement Program; revises conditions for participation in Public Employee Optional Retirement Program.
