Student Financial Assistance [SPCC]: creates Sure Futures Postgraduate Scholarship Program to match private-sector businesses that need employees who have advanced degrees with students who are seeking advanced degrees & employment; establishes Sure Futures Foundation & foundation board to administer program; provides criteria for student & corporate partner participation in program; adds new tax credit to list of allowable credits, etc. Creates 1009.893; amends 220.02,.13.
