GENERAL BILL   by Policy & Budget Council and Environment & Natural Resources Council and Williams, T.
Environmental Permitting: Authorizes certain dry slip storage to be constructed under specified conditions; revises certain land provisions relating to conceptual reclamation plan areas; revises provisions requiring DEP to develop & utilize mechanism consolidating federal & state wetland permitting programs; authorizes implementation of state programmatic general permit by department & water management districts for certain dredge & fill activities; specifies conditions applicable to such permit; revises provisions concerning methodologies & vegetative index used to delineate landward extent of wetlands & surface waters; provides for permit modification under certain circumstances; provides for certain declaratory statements from department; provides exemptions for certain permit petitions & applications relating to specified activities; requires department & water management districts to provide applicants written notice of permit denial; requires local governments to enact & enforce wetland regulatory programs through state environmental resource permit program.
Effective Date: upon becoming a law.
