GENERAL BILL   by Healthcare Council and Flores (CO-SPONSORS) Allen; Bean; Cretul; Culp; Davis, M.; Ford; Frishe; Galvano; Gonzalez; Grimsley; Harrell; Hays; Holder; Murzin; Patronis; Precourt; Rivera; Snyder; Traviesa; Weatherford; Zapata
Stem Cell Research: Creates "Florida Hope Offered through Principled, Ethically Sound Stem Cell Research Act"; creates Stem Cell Research and Ethics Advisory Council within DOH; provides for membership, terms, duties, & responsibilities; provides per diem & travel expenses, subject to specific appropriation; requires Secretary of Health to make grants-in-aid from Biomedical Research Trust Fund for stem cell research subject to specific appropriation; provides requirements relating to applications for & awards of such grants-in-aid; provides specifications for moneys to be made available from trust fund for stem cell research grants-in-aid; provides restrictions & requirements for uses of funds from such grants-in-aid; provides exception to Institutional Review Board's exclusive authority to review certain biomedical & behavioral research on human subjects to allow for advisory council's duties & responsibilities with respect to such research; requires DOH to prepare & distribute, subject to specific appropriation, publication regarding process, options, medical uses, risks, & benefits of umbilical cord blood collection.
