Commercialization of Products, Patents, and Processes Resulting from Publicly Supported Research: Creates Sure Ventures Commercialization, Inc., & Sure Ventures Commercialization Program to finance commercialization of products & services developed from research & development conducted at state public universities through grants; provides types of grants; provides application & approval procedures; provides administration & powers & duties of corporation; requires board to invest funds through State Board of Administration; requires annual report to Governor & Legislature; creates SURE Venture Capital Act to aid in commercialization of products, patents, & processes resulting from publicly supported research; creates SURE Trust as state beneficiary public trust; requires EFI provide administrative support & successor in interest; provides for board of trustees; provides powers & duties of trustees; authorizes trust to receive, hold, use, transfer, & sell certain tax credits for certain purposes; provides requirements & limitations; establishes SURE Venture Capital Fund; provides duties, responsibilities, & powers of fund; creates Institute for Commercialization of Public Research at public university in South Florida; provides appropriations.
