Gold Star Permitting Program: Creates Gold Star Permitting Program; provides compliance incentives for eligible applicants for renewal of certain environmental permits; provides eligibility requirements for incentives; provides consequences for noncompliance with certain environmental permits; provides for consideration of applicant's compliance history for conditioning or denying new permit; provides for holding permit application in abeyance; provides for issuing conditional permit; provides criteria for DEP to consider when taking action on permit applications; provides for closure, postclosure, or corrective action permits; authorizes DEP to create reporting forms; requires DEP to adopt rules; specifies application of program.
