School Food Service Programs: Requires school breakfast programs in middle & high schools; specifies requirements for setting prices of breakfast meals; requires district school boards to consider policies for provision of universal-free school breakfast meals in certain schools; clarifies allocation of funds for school breakfast programs; directs OPPAGA to submit report on school district food service programs.
