Early Learning: Revises provisions relating to membership of early learning coalitions; authorizes use of telecommunication methods by early learning coalition boards; transfers requirements for establishment of statewide child care resource & referral network by DCFS to AWI; provides for use of early learning coalitions as child care resource & referral agencies; transfers duties of DCFS with respect to Child Care Executive Partnership Program to AWI & early learning coalitions; revises VPK accreditation standards & background screening requirements; provides requirements for assignment of substitute instructors.
