General Bill
Trust Funds of the Department of Children and Family Services:
Terminates Child Advocacy Trust Fund & Refugee Assistance Trust Fund within DCFS; provides for disposition of balances in & revenues of the trust funds; prescribes procedures for termination; provides for administration of Administrative Trust Fund, Alcohol, Drug Abuse, and Mental Health Trust Fund, Child Welfare Training Trust Fund, Domestic Violence Trust Fund, Federal Grants Trust Fund, Grants and Donations Trust Fund, Operations and Maintenance Trust Fund, Social Services Block Grant Trust Fund, Welfare Transition Trust Fund, & Working Capital Trust Fund by DCFS; provides for sources of funds & purposes; provides for annual carryforward of funds; revises date for reversion of specified balances in Tobacco Settlement Trust Fund; provides for appropriation of funds to DCFS for specific purpose of funding children's advocacy centers; provides for sources of funds & purposes thereof; specifies use of collected funds; requires development of allocation methodology for distributing such funds; requires annual reports; requires report to Legislature; exempts specified funds from trust fund service charge; eliminates deposit of specified funds obtained in forfeiture proceedings under Florida RICO Act within Substance Abuse Trust Fund; provides for deposit of proceeds derived from additional court costs imposed in cases of certain crimes against minors into Grants and Donations Trust Fund of DCFS for purpose of funding children's advocacy centers.
