Space and Aerospace Catalyst and Enhancement Program: Creates Space and Aerospace Catalyst and Enhancement Program in OTTED to provide moneys to Space Florida & its partners for upgrading space-related infrastructure or business facilities & competing for space & aerospace-associated businesses; provides application procedures; requires Space Florida to contract for development of economic impact assessment model; provides criteria for award of program funds; authorizes OTTED to waive criteria for extraordinary circumstances; requires OTTED director to recommend award of program funds; provides for evaluation of award recommendations by Governor & consultation with presiding officers of Legislature; provides for approval of awards by LBC; requires award recipients to enter into contract with OTTED.
