Discretionary Sales Surtaxes: Authorizes counties to levy by ordinance discretionary sales surtax for emergency fire rescue services & facilities for specified purposes; provides requirements for referendum on levying surtax; provides requirements for referendum ballot; provides for distribution of surtax proceeds; authorizes administrative fees for DOR & county; requires local governing authority to develop & execute interlocal agreement; provides distribution requirements for surtax proceeds; provides for sharing surtax proceeds between service providers; provides requirements for reducing ad valorem tax levies & non-ad valorem assessments for emergency fire rescue services; provides for retention of application of specified provisions of law relating to use of surtax proceeds; prohibits local governments not entering into interlocal agreements from receiving portion of surtax proceeds; relieves specified local governments from obligation to reduce ad valorem taxes & non-ad valorem assessments under specified circumstances; provides for nonapplication of specified interlocal agreement requirements; provides for initiation of surtax collections.
