Increases percentage of net collections deposited into Alcoholic Beverage and Tobacco Trust Fund from cigarette tax to be paid monthly to Board of Directors of H. Lee Moffitt Cancer Center and Research Institute for specified purposes; authorizes use of funds to pay bonds or related financial products; revises provisions providing for use of transferred moneys to include cancer research, treatment, & related facilities; expands authorized forms of indebtedness used to finance such facilities.
Effective Date: upon becoming a law and shall operate retroactively to January 1, 2009
