Tax Refund Loans or Checks: Creates "Tax Refund Anticipation Loan Act"; requires persons engaged in providing refund anticipation loans or checks to comply with specified requirements; requires facilitators of refund anticipation loans or checks to disclose specified information; prescribes how that information must be displayed; requires facilitators to disclose specified information in applications for refund anticipation loans or checks; prescribes how that information must be displayed; requires facilitators to provide specified information orally to applicants for refund anticipation loans or checks; provides activities that are prohibited when transacting refund anticipation loans or checks; provides cap on amount of interest that can be charged on refund anticipation loans; requires refund anticipation loan & check marketing & advertising efforts to include specified disclosures; provides remedies.
