Minimum Salaries for New and Experienced Public School Teachers: Proposes amendment to s. 1, Art. IX of State Constitution to set minimum salaries for new & experienced full-time public school teachers, commencing in 2012; requires minimum salary for new full-time public school teacher to be national average salary for new full-time public school teachers, as provided by law; requires average salary for experienced full-time public school teachers to be no less than national average salary for full-time public school teachers, as provided by law; requires salary adjustments required by amendment to be independent of employee benefits, not alter, jeopardize, or decrease existing employee benefits, & not impair collective bargaining; requires state, rather than school districts, to fund required salary increases; deletes provisions relating to implementation of early childhood education & development programs by beginning of 2005 school year.
