CS/HB 757 - Parole for Adolescent Offenders

General Bill   by Public Safety & Domestic Security Policy Committee and Weinstein (CO-SPONSORS) Bullard; Fresen; Jenne; Kreegel; Kriseman; Rouson; Sachs; Stargel; Taylor, P.; Williams, T.
Parole for Adolescent Offenders: Designates act "Second Chance for Children in Prison Act of 2009"; provides that child 15 years of age or younger who is sentenced to life or more than 10 years in prison is eligible for parole if offender has been incarcerated for minimum period & has not previously been convicted or adjudicated of or had adjudication withheld for certain offenses; requires initial eligibility interview to determine whether adolescent offender has been sufficiently rehabilitated for parole; provides criteria to determine sufficient rehabilitation; provides eligibility for reinterview after specified period for offenders denied parole; provides that child be incarcerated in facility with GED program; provides that if child is granted parole, adolescent offender must participate in any available reentry program for 2 years; defines term "reentry program"; provides priority for certain programs; provides for retroactive application.
Effective Date: upon becoming a law and shall apply retroactively
