Revises provisions relating to 911 emergency dispatcher certification; provides definitions; requires any person serving as 911 emergency dispatcher to be certified by DOH on or after specified date; provides conditions under which public safety agency may employ 911 emergency dispatcher trainee for limited period; provides for satisfaction of training program requirement by completion of certified dispatch training program or training program of certified dispatch training center; eliminates requirement for certification; provides for quadrennial renewal of certification; provides for expiration of initial certification procedure for specified dispatchers under department rule; provides specified requirements with respect to certified dispatch training centers & certified dispatch training programs; requires assessment of fees for specified review & approval of 911 emergency dispatch training programs offered by certified dispatch training centers & certified dispatch training programs; provides exemption from fees; provides application procedures; authorizes department to require online application for & renewal of certification by rule; authorizes assessment of additional application fee under certain circumstances; authorizes electronic certification of specified persons; clarifies certain grounds for disciplinary actions or imposition of penalties by DOH.
