Emergency Management: Requires DCFS to expedite application procedures for persons who reside in area damaged by major disaster & who apply for temporary cash assistance; requires that application process be completed within specified time; requires DCFS to train its employees who are responsible for determining eligibility for temporary cash assistance in order to expedite application process for victims of major disaster & to assist victims appropriately; authorizes Governor to employ such measures & give such directions to specified agencies as are necessary for purpose of addressing needs for immediate cash, shelter, or food assistance during emergency.
