Prescription Drugs: Requires DOH to establish database to monitor prescribing & dispensing of certain controlled substances; requires specified information to be reported; requires DOH, upon receipt of certain funds & in coordination with ODC & others, to adopt rules; provides reporting requirements; provides exemptions; provides that cost to dispenser in submitting required information may not be material or extraordinary; specifies costs that are not material or extraordinary; provides access to information reported to system; provides that information in database for electronic prescription drug monitoring system is not discoverable or admissible in any civil or administrative action; provides exceptions; provides for use of data for specified purposes; requires that costs of program be funded through federal grants or private funding; authorizes direct-support organization; establishes Program Implementation & Oversight Task Force; requires certain pain management clinics to register with DOH; prohibits certain physicians from practicing in unregistered clinics; requires inspections; requires adoption of standards of practice for certain physicians engaging in pain management; provides exceptions.
