State and Local Government Revenue Limitations:
Proposes amendment to s. 1, Art. VII of State Constitution to revise state revenue limitation by providing that state revenue growth shall be limited to changes in population & inflation, plus one percentage point, & by changing types of revenues subject to limitation; & to provide a revenue limitation for counties, municipalities, school districts, & special districts to be implemented by Legislature & requiring Legislature to provide for increase in revenue limitation to account for revenues expended to comply with state & federal mandates.
