Unemployment Compensation Drug Testing:
Creates Drug Deterrence Program within AWI; provides scope of eligibility for benefits; provides for selection of individuals to be tested; provides for notice; provides terms of disqualification of benefits; requires AWI to supply information on drug-treatment programs; requires tested individuals to bear costs; provides for reporting of positive results of certain individuals to law enforcement; requires AWI to contract with qualified laboratories & provides standards for laboratories; provides for authentication & admissibility of drug tests in unemployment compensation hearings; creates rebuttable presumption; provides testing procedures; provides for preservation of test samples & retesting of samples; provides for appeals; directs AWI & OPPAGA to submit reports; provides for expiration of program.
