Rec./Controlled Substances/DOH: Exempts from public records requirements information & records reported to DOH under electronic prescription drug validation program for monitoring prescribing & dispensing of certain controlled substances; authorizes certain persons & entities access to patient-identifying information; provides guidelines for use of such information & penalties for violations; provides for future legislative review & repeal; provides finding of public necessity.
Effective Date: July 1, 2009, if HB 1015 or similar legislation establishing an electronic system to monitor the prescribing and dispensing of controlled substances is adopted in the same legislative session or an extension thereof and becomes law
