General Bill
Cost Recovery for Siting, Design, Licensing, and Construction of Nuclear and Integrated Gasification Combined Cycle Power Plants:
Revises provisions for recovery of costs; authorizes utility to recover costs through rates upon determination by PSC that costs are prudent; provides that approved rates shall not become effective prior to certain date; provides for adjustment of rates approved without determination that costs are prudent; requires refunds to customers of certain amounts plus interest & specifies manner of refunds; removes timeframe for recovery of certain values of retired generating plants; removes provisions that allowed recovery of certain costs when utility elects not to complete construction of nuclear power plant or integrated gasification combined cycle power plant; requires refunds to customers of amounts recovered for abandoned project & specifies manner of refunds.
