Recovery, Towing & Storage of Vehicles & Vessels: Deletes provisions requiring return receipt for certain notice sent by certified mail to owners, insurance companies, & lienholders of vehicles or vessels in possession of towing or storage services, of impounded or immobilized vehicles, or of sale of unclaimed vehicle or vessel; authorizes lienholder to file complaint & have vehicle released by posting bond; requires nonprevailing lienholder to pay certain charges & notify towing or storage company of loss or damage to vehicle or contents; specifies which law enforcement agency is responsible for notifying DHSMV or corresponding agency in another state of vehicle's or vessel's removal or possession by towing or storage service; specifies which public agency towing-storage operator is required to notify if operator is unable to locate owner or lienholder of vehicle or vessel; limits county court in which owner or lienholder of removed vehicle or vessel may file complaint to determine if his or her property was wrongfully taken or withheld; deletes requirement that public sale of unclaimed vehicle or vessel be at auction; requires deposit of proceeds of vehicle's or vessel's sale with clerk of circuit court if owner or lienholder is absent; authorizes owner or lienholder to file complaint in certain county court; provides for award of damages, attorney's fees, & costs; requires towing or storage service to permit owner, lienholder, or agent to inspect vehicle or vessel & release personal property to owner, lienholder, or agent; requires certain evidence of owner's or lienholder's authority for agent to inspect & receive personal property from vehicle or vessel.
