HB 1363 (2009) -  Inmate Re-Entry to the Workforce

Requires that offender's postsentence intake include vocational assessment; requires DOC to include specified information in release orientation program; authorizes DOC to issue photographic identification cards to all inmates immediately prior to release; requires acceptance of such cards by state agencies; prohibits specified offenses relating to such cards; requires DOC to assist inmates in obtaining specified documents prior to release; requires DOC to develop partnerships with community college system to secure vocational training & potential financial aid for releasees; requires DOC to select vocational training programs in conjunction with specified information from AWI; requires DOC to develop plan to identify which inmates have education levels below ninth grade levels for specified purposes; requires DOC to include certain inmates in specified reading programs; requires state agencies & regulatory boards to report on current restrictions on employment of ex-offenders & possible alternatives; directs DOC to study & prepare report on work-release programs.
