State Employees: Provides that certain employees may be disciplined only for just cause; authorizes progressive discipline under certain circumstances; revises provisions relating to rules & procedures for transfer, layoff, & discipline of employees in career service; revises requirements relating to implementation of layoffs & revises application of existing provisions prescribing layoff procedures; revises method by which layoff procedures shall be developed; revises procedures with respect to employee grievance process; revises notice procedures; revises discipline appeal procedures; revises powers of PERC; deletes requirements with respect to certain review of suspensions, dismissals, demotions, or reductions in pay; revises conditions for use of state employee fee waivers; provides for determination of space available in course; authorizes calculation for state funding purposes.
